I am a very novice baker and recipe calls for 300g plain wholemeal flour plus 3 tsp baking powder. I've only got self raising and the local co-op didn't have any plain - can I substitute and just remove / cut down on baking powder??

Of course.

But don't cut out too much. I don't find that self rising flour rises that much anyway.
I'd just use 2 tsp instead.
