So what can I make. SIL always wins because she's good at the decorating. She won Halloween and Christmas last year Hmm and she is not winning this time.

So, what can I make that looks impressive but is not technically too difficult? And tastes bloody amazing :o

Look up dirt and worms cake. I bet you could make a great chocolate cake, then cover it with icing, then the crushed oreos and gummy worms and other halloween sweets/gravestones/skeletons etc to look like a spooky dirty graveyard.
