There's a hard layer on the bottom of my rice cooker, bad rice or a bad rice cooker?

It's a shiny layer but the rice comes out a bit soggy. I'm using white rice in it.

Maybe browns better?

Neither. Always happens. When I worked in a Thai restaurant they used to keep the hard bits and turn them into rice cakes.
