Choc chip and cookie cutters aren't a good mix. You can do it, but it makes them very difficult to cut out. For cutter cookies;
170 g butter, softened
200 g white sugar
2 eggs
a couple of drops vanilla extract
300 g plain flour
pinch of salt
If you have a food processor, start with the sugar and butter, then add the eggs, then the vanilla essence, then the flour and salt. Blitz it each time, then at the end until it's all combined. If you find it's not sticking together, add a tiny bit of water, if it's too sticky and gooey, add a bit more flour. When it looks like dough wrap it in cling film, or put it in an air tight tub and chill it for 1 hour. This will make it much easier to roll out. Then roll it out, dusting with flour as needed, and go crazy with the cutters.
Grease a tray, lay the shapes on that, preheat oven to 200 (180 fan) and cook for about 8 minutes, less if you rolled them out thinly.
They are easy to decorate, which might make up for the lack of choc chips. Or you could mix in some chocolate flake sprinkle things if you have any. My DD usually likes painting them with icing and pouring all the hundreds and thousands on them!
