How many fish?

Have recently (4 months ago) set up a small aquarium (64 litres). The cycle is comfortably established. We put in 6 glowlight tetras just before lockdown, and when it lifted 3 days ago added 6 neons. DH was hoping for a single species tank with all neons, but is happy with the hardy little glowlights, too.

Could anyone advise me how many more neons we could add to have an optimal number of fish in the tank? I would also like a catfish/algae eater of some type. I don't want a loach because they can be aggressive and territorial (and grow big) - ideally I would like otocinclus cats, but they need to be in shoals and I don't think we could accommodate them and more neons. Would I be better perhaps giving up in any idea offan algae eater and getting a couple of prawns?

The surface area of the tank is roughly 60cm x 35 cm.

I’d add 6 glow lights and 6 neons to make two shoals if 12 then I’d leave it at that.
