Is this tank far too small for these twould fish?

I've just seen these two fish in a tank which to me (complete novice to fish/pets) looks far too small and cruel.
I've had a quick Google and it seems to suggest sizes in gallons and I'm a bit clueless.
Can anyone advise as I really would like to approach owners if it is too small.

Way too small BUT Goldie owners are often completely unaware of their true needs, which can be costly so it can be sensitive to bring up. Are you good friends with the owners?

yes too small

If it's at a nursery / preschool they may have been donated and not have a clue how to look after them properly.

Personally I'd only make a suggestion if you can actually help, ie rehome fish yourself and provide more appropriate inhabitants (cherry shrimp?) OR donate them a big new tank and help them look after it.

Yes far too small. Last time I kept goldfish, I had them in a four foot tank.

I have two goldfish in 180 litres and I would not add any more fish my tank. These poor fish need a bigger tank. :(

I thought the minimum for 1 goldfish was 45 litres and an extra 45 litres for every extra goldfish. Needs to be long as well. Those poor poor fish 😫
