It was regeneration of a wide area if i recall. He administered it but loads of interesting and very sad stuff (such as trainig schoolkids to test food gathere in forests for radioactivity. A bizarre twist as living in Wales, years earlie he had been involved in screening sheep in Snowdonia affected by the fall out.
