Help me find a 1990s dolphin movie 🐬

I’m trying to find an old movie about a girl and a dolphin. I taped it off the TV in Ireland in the early 1990s and watched it over and over, and would love to find out what movie it was so I could share it with my kids. It could be a mid 1980s to early 1990s movie.

What I remember:

  • It was dubbed in English and seemed north or west European (maybe Dutch/ German)
  • The lead girl had a head of flowing wavy auburn hair and was 10-12 years old
  • The girl was spending the summer at a seaside holiday area with a marine research lab.
  • Her Mom might have worked at the lab
  • The girl had super high frequency hearing (like a dolphins)
  • She had a younger brother
  • The baddies were trying to maybe build a hotel resort? (Or close the marine research facility)
  • The girls grandfather was a local fisherman.
  • The girl regularly got to drive around by herself in a small boat with an outboard engine.

(so very like flipper, but it’s not flipper… unless anyone knows of a non English version of flipper?)

The plot summary is On their arrival in Mingan, on the north coast of St Lawrence's Gulf, a couple notice a young girl floating in the ocean. Thinking she is in need of rescuing, they discover that, in fact, she's able to stay a long time underwater and was listening to the whale songs. She also has two special friends: a dolphin and a whale. But her world could change drastically soon, because her grandfather is about to sell his hostel near the ocean.
