What's the name of this movie. It's driving me up the wall

Hi everyone, I need some serious help with the name of this film I'm thinking of.
I remember watching it with my mum when in like late 90's early 2000. All I can remember is that there was this fat boy in school who was Being bullied by the other kids and and he drowned in the ocean in a storm. He wanted to be friends with this pretty blonde girl but she never stood up for him when he was Being bullied. And after he died she felt really guilty about it. That is literally all I remember about it and it's so annoying. I also remember this one scene where they were at a party or a cabin I think as the storm started. And the girl went to see him after her died in his coffin.

I can't find the name of this film anywhere. It's not mean creek either before anyone says it LOL. please someone remember this

Nope none of those films Sad
I'm pretty sure that it was American...I'm wondering now if it was a Tv movie? Because Google is acting like it doesn't exist lol

Do you know who the actor/actress is in the movie you saw? You could check out their Wikipedia under filmography and see from there.

No don't know any of the actors from the movie unfortunately. I've been looking for years for what it was. Think it's something I'll never know lol
