Old film - help!

Trying to remember a really old film I used to watch with my gran.
There was a place (heaven?) where children lived until they chose which parents to be born to. I think they could watch them from above. I vaguely remember something about bluebirds? It was a long time ago and such a vague memory - I might even have made it up lol
