Yes, that is normal for convicts who are well-behaved in prison under our parole laws
It's quite rare for individual offenders (or their crimes) to be so high profile for the parole system to be noticed at all.
But he's still under sentence - think back to the Ched Evans case, where people were insisting he'd done his time because he was no longer in prison, but actually the sentence wasn't finished (yes, I know that all changed after his re-trial, but that was the situation at the time of his release)
