In California, a bill to raise the marriage age to 18 failed in 2017 after state chapters of the American Civil Liberties Union and Planned Parenthood opposed itt*; the ACLU argued that the bill “unnecessarily and unduly intrudes on the fundamental rights of marriage without sufficient cause.”
This just baffles me.
