OF COURSE, MEN. How many women and children (and gay men) are going to take up an offer of 30 minutes in the sauna with a "lady of your choice"? 
Also, Austria is full of shite because they make it very difficult for non-EU citizens to be vaccinated unless they have perm residence; anyone there legally but temporarily or not yet fully approved for PR may be able to get the vaccine at a walk in/pop-up place, but usually can't get the official documentation. And when I left last month, they were threatening to institute lockdowns for the unvaccinated (or more accurately, the undocumented).
