Any swimming teachers here?

Can the children hear your instructions when they’re swimming? I’m watching a lesson now that DD is struggling with. Their heads and ears are under the water and there are 20+ other children in the pool. 4 other lessons going on. Shouting corrections from the side doesn’t seem to be helping.
What do you do to overcome this?

I'm not a teacher, but have sat on the sides of many pools over many years.....
Usually they give instructions when the dc are holding on to the side, looking up at them.
When my dc were little, they had older teens in the water, to support them, and back up what the teacher has said.
My ds is a swimming teacher now, and he gets in with them
When I taught dc with special needs, again, we had people in the water with them.
