Does Martial arts have a governing body?
(like football has the FA, tennis has lawn tennis association)

They would probably be the best people to speak to.

I work in tennis and I warn you funding is rare, even for very talented children. The LTA do give some money to accredited clubs to progress certain children - it may be that you would have to go to a certain instructor to get lessons that are subsidised.

Sorry I can't be more help - if he was good at tennis I would have been more useful!

Sorry to say it will probably be an especially hard uphill battle; Judo is famously one of the most underfunded Olympic sports, for instance. One of the British Judo medalists in 2012 talked about how she had to scrimp to keep her car running in order to get to matches & training.

Someone I know was national Judo champ in about 1990 and she still has a chip on her shoulder about lack of funding (compared to a sibling who did a more popular sport).

Some MAs doing better than others; Tae Kwon Do is said to be on the up; MMA is probably going to get proper commercial sponsorship, eventually.
