Governments have a risk register and prepare for all eventualities. That is their role. There is a possibility of a no deal Brexit so any EU government would be negligent in the extreme if they failed to prepare for it.

This does not mean they believe it is likely to happen. It is one of those low likelihood/high impact events.

So, from the video, the UK believed in free trade at a point in history where it was plundering raw materials from Rhodesia and many other countries.
Sadly too much of Africa is selling it's soul to China and the UK thinks it might try it's luck muscling in again now.
