How long does it take for a EEA in the UK to get permanent residency application approved?

It should be 6 months max.

A friend's application took 5 weeks. She got an email from the Home Office a month after she had sent it, acknowledging receipt. The application was approved a week later.

It was probably fairly straightforward and the application was beautifully organised. There was 1 kg of supporting documentation though.

Mine took 7 or 8 weeks but it was pre-referendum. In late 2016 and early 2017 most applications took between 3 and 5 months but now I think it is a little bit better.
It does not depend on how beautifully organised your application is; it is more a question of how many cases are in the queue of the officer dealing with your application. I know of beautifully organised and straightforward applications taking 4 months and messy ones taking just 3 months or less.

My friend sent out her application in mid January this year.

I am not sure if the form has been simplified or not yet. Depending on how confident you feel about the progress of the negotiations between UK and EU, you may want to wait until the UK releases its plans for EU citizens and a possible 'settled status'.

It was mentioned a few weeks ago that even EU citizens with permanent residence would need to apply for settled status, although the process would be simpler for them. This might mean an additional cost over and above what was paid to apply for/acquire permanent residence.
