Wastesaver Newport - why aren't more places doing this?

I've started lobbying my MP. There is a massive recycling centre near me, I'm sure 100's of reusable items are dumped and destroyed there unnecessarily every day.
Surely it makes more sense to sell them/give them to vulnerable people/train people to renovate them? I'm willing to put the time abs effort into personally overseeing the operation if that is what's necessary. Am I being massively naive?
