A neighbour is dumping by our bin

Right so..

I live in the middle of 2 house. I leave my bins outside my back gate, like right outside. Open the gate and we see them.

Recently, I went to put a bag in the bin and noticed a steam mop next to it. Now this steam mop as been by my neighbor bin for a while. So I put it back there. Last week I brought my green bin in back to its place next to my Fence, behide my fence are just bushes. I saw something black and thought what, it was a bloody leather jacket been careful hiding! I couldn't believe it. I left it there because I had to show my partner where it was otherwise he wouldn't of believed me.

Right to today. Partner was taking stuff to the tip and noticed someone has dumped there food waste right by our bins 🤢 he saw the leather jacket and has put that by the steam mop. We are just waiting for them to make way back. Partner said if he does he will knock on the door and give them to them personal. We are looking into get a Camera. But that will be difficult as it's right down the bottom of the garden and we have a little alley way. My mum has suggested a trap. But I can't think of any good traps

Are you in an area where they will only empty the bin and not take items by the side of it ?

Sort of,

They take things by the bin when it's the green bin. The black bin they leave anything by the side
