yes, they are a very popular notion at the moment - which why i thought this piece was interesting in that it emphasises that they are regressive... i thought john bell was much more hard-line on the issue.

Have just had a quick read but is he saying that rather than have green taxes we should be rationed - because I don't think the people of this country would stand for that. There'd be the fuel protests and more all over again. I think the government are going as fast as they can without upsetting the people too much - and taxation is something we understand and grudgingly accept. If we lived under an evil but eco-friendly dictator he/she might get away with it!

One big thing the governement need to change though is their plans for more air travel.
