Please talk me through using a wormery

I inherited a two layer round wormery from a neighbour who moved overseas. She did give me instructions but I can't find them anywhere. So...

The bottom is full of compost (nearly up to the top). I have been adding food to the top tray, which was empty, but the worms don't seem to be coming up. It seemed to make sense to put have the empty tray at the top, as it's easier to add food - is that right?

Also, I've only been adding raw veg because my mum has convinced me that rats will get at it if I add cooked food. Is she right about that?

Any other tips for happy worms? They are producing huge amounts of liquid, so I assume something is working.
