Moving care homes fees

My Elderly Relative keeps telling me that he hates his care home and wants to move. I am treating it as a fixation because when I did arrange a move he refused to go, insisted he had never asked.
However, on that occasion, the new care home said he mustn't give notice to the current home for four weeks. His notice period is six weeks, so if he had moved, he would have paid 10 weeks fees at the current home while paying and staying at the new place. In total around £14,000.
It feels like a hostage situation- I would not have chosen his current home and would move him if I didn't think he would immediately ask to go back.
I think it worsens the care because you can't hold them to account. I always have a list of "not good enoughs", but all that can be changed is the serious failures and even that has been slow.

@ThunderFog I can only offer sympathy but this is a really important problem to be aware of when self-funding.
