How to report dangerous driving

Had to report an elderly neighbour.

Gave all the details I had to DVLA online. However, they’ve said they can’t do anything unless they have the date of birth and driving licence number!

How do I get those??

If it was dangerous driving report it to the police. Give details of damage to property, vehicles and any other relevant information.

I am sure you can ask the police not to disclose your name but if it goes to court you might need to give evidence. Possibly the police simply having a word with the driver would be enough.
