Burial Wishes

So my dad passed away nearly 16 years ago, before he died mum bought a double plot in their local cemetery. Mum is now 82 with several health conditions, she now does not wish to be in a coffin but to be cremated with half her ashes being buried with dad so they are together and half to be scattered under some trees she loves dearly. She's been in the parish 56 years. My brother who is 57 is now saying he wants mum's space in the plot and he will get a bigger headstone to add all their names. Mum does not want this she wants it to be just her and dad together and thinks if he wants to be there he should get his own plot. I think he will struggle to get one as he is no longer in the same county, but was christened, married etc in the church when he was a local. I agree with mum it's her wish. Anybody else had a burial issue?

Some time back I wanted to inter the ashes of 2 elderly relatives (married couple) together in the cremation area of a churchyard in a village they visited often. There was to be no headstone or anything other than their remains but the request was refused as it was "for parishioners only". This was a small rural village with an ageing population and relatively low church attendance.
I can't see your brother being allowed to be buried there as he is not in the parish.

We have a parishioners only rule at the church I work at unless into an existing grave. Many families who have since scattered around the globe inter ashes into an existing grave. Our double plots are actually one above the other, can take 1 body or 8 cremated remains
