HMRC change of address

DM has moved into residential care and I am taking care of all the admin. I need to advise HMRC of change of address, I can't do it online as it requires a Govt Gateway number. I have one for myself and a second one can't be created for the same email address. DM doesn't have email and is registered blind. Is there a phone number I can call instead? I am a bit baffled by how to do this.

I had a similar problem and wrote to HMRC using the self assessment address on her last return. I explained to them her age, dementia etc and they changed the address to mine. Alternatively on the next paper return she has to complete I think there is a section to change the address.

Thanks all, looks as if there are some options. To my surprise, it was really easy to do this by phone with DWP. I used my best 85 yo voice.

When I tried to set up a Gov gateway for my parents I needed to provide an employer tax reference number which being retired they didn't have. There may have been alternatives like valid passport number but they didn't have those either.

That was only 1-2 years ago but there seemed to be no way to get them doing returns online. So I am still doing paper returns for them.

There are different ways to register without employers ref

You can also buy 3rd party software and use that to file the returns - costs about £25 per return

UPDATE: I updated DWP with DMs new address over the phone, it was done in 10 minutes. I called HMRC, waited on hold for 30 minutes, and they told me that it had already been changed when I contacted DWP. So I wasted a bit of time on that but I was told I don't need to do anything else - it would be really helpful if DWP had mentioned that in the first place!
