Admission to carehome in different county via social service referral- advice please

My elderly disabled father has been admitted to hospital last week as he refused to take his medication and went off his legs, is frail and can't mobilise with help of two nurses. He usually lives with my mum who is deteriorating with dementia and they are not really coping at home. I live over 300 miles away and my db isn't local either.
Social workers, carers and family all believe they now need to go into care but he is flatly refusing. My mum would go in if he went in. The big problem is they have no assets, no major savings and so it would have to be state funded. Ideally it would be a carehome nearer myself or my db. Has anyone got any experience of having their parents admitted to a care home via social services that is in a different county from where the parent resides? Thanks in advance!

I know when we were looking for a care home for my MIL, social services said we could look in out neighbouring local authority (we live on the border) and that it was quite common for people to live nearer their family.
