More problems with banks and POA

Discovered dad had a second bank account and registered my. POA with them because he was taking out silly amounts of money and I felt I needed to keep an Eye on things. I wanted to put a cap on the amounts he could take out daily. Yesterday got a call from a branch asking for my authorisation for him to take £20 out. I said yes of course.
Then they rang me back saying because there was a POA in place they would only give money out if I was there with him. I explained this was not my intention and I can t take the train over. To dad's town every time he wants to take money out. I explained me having POA does not remove his right to access his money, but the guy was not receptive. I warned him it is likely that dad will think they are dishonestly withholding his money, and he will kick off. I can see it leading to the kind of situation where the police is called. I mentioned contacting the OPG and if. Necessary the ombudsman if they can't find their way to being more flexible. Any idea for what I should do next? I am starting off by writing to the bank.
