Hypothetical question - we're not in this position but may be soon...

If you get your 2nd choice school and are therefore on the waiting list for your first choice, then somewhat out of the blue are offered a place at the 1st choice school from the waiting list, can you turn down the place, only to ask to be put back on the waiting list later on?

Yes. It is fairly common for people on the waiting list to turn down the space as they've already invested into the school they've been allocated (uniform, friendships etc). But nothing stopping you from reapplying at a later date.
