help reception admission

my daughter will be 4 in september and i had wanted her to start reception in september. however, my local council has refused. Is there anything i can do

No, there isn't. Why would you want her to start this early?

She isn't eligible for Reception until Sept 2011. Very rare for a state school to deviate from that but some private ones might.
