university application rates- what does the percentage rate mean?

can you be a bit more specific. Percentage of what? Is it how many accepted out of all applications? A bit low for that.

for instance the book says application acceptance rate 10%-does that mean 10% who apply get accepted or 10% take up the offer?.Dubious if it is the latter but the former also seems very low doesn't it?

oxford has 24% ,southampton has 6%

makes sense that the amount of applicants to southampton is that much higher
