If parents are prepared to rent houses in catchment, or give false addresses, a few little lies to the headteacher about their personal ethos/support for the school ethos is hardly going to stop them.

So automatically they will be penalising those children who actually need the most support from school and who would benefit most from going to a good school. Having said that nothing surprises me any more where Ed Balls is concerned.
