Peer mediation at school. When do schools step in?

Situation is 2 children are taking part in peer mediation at Primary school. These 2 children don't get along, would never be friends. No bullying incidents a far as I know. I speak to both parents.

And now these 2 children's other friends have been involved in the session to say how they feel. dd2 is one of the circle of friends.

Anyone have experience of this? How bad does it have to be to get to this stage? Should the school inform the parents of what they are doing before they do it?

I am in the dark as usual on these matters.

The sessions are being lead by a member of the school staff
