A level choices for Art-Edexcel

Im hoping I can find someone here who will be able to help me!
DD is out of school and has an Education Otherwise than at school (EOTAS) package provided by the local authority – basically the LA pay for home tutoring, so I am unable to ask this question in a school...
She wants to go to university and study Art and is looking at Alevel choices.
She is currently doing Edexcel Art and Design Alevel following the Fine Art modules.
She would like to do an Alevel in photography, but if she did the Edxecl Art and design Alevel twice- once following the fine art modules and once following the photography modules do universities consider this 2 separate Alevels? Would the certificates both just say Art and Design?
Edexcel is the only exam board the tutoring company that the LA funds use.
Hoping there are some Alevel art teachers on here that would know:)

Lots of pupils take more that one Art subject at A level and universities and colleges would regard it as 2 A levels for an Art-type degree.

Thank you, I know it's common to take more than one arty a level but perhaps I haven't explained it properly.
The tuition Centre she attends only facilitate the Edexcel exam board.
Edexcel do an Art and Design ALevel.
As part of this ALevel you can choose to either do the fine art modules Or the photography modules.
What DD wants is to do the Edexcel Art and Design course twice - once following the Fine Art modules and once following the photography modules.
So sitting it twice but each time choosing a different pathway - fine art and photography.
So my question is as they both come under the Art and Design Alevel curriculum for the Edexcel exam board do they count as 2 distinct A levels, will it look like a duplication of ALevel art and design on her exam certificates? like sitting English lit twice but studying different texts iyswim.
