Governors not following correct policy

I made a complaint to the chair of governors in regards to the headteacher of my daughter’s school around concerns of discrimination. I have received a response today to state in line with the school policy my complaint has been sent back to the head teacher who has appointed her deputy head to investigate.

The policy states if the complaint is in regards to the head teacher the chair of governors or a member of the governors must deal with the complaint. why on earth would they send it back to the person i am complaining about. I’m struggling to understand why they would do this?

I have corresponded back and stated i have contacted the local authority and the correct procedure is not being followed.

The chair appoints an investigating officer who, in this case is the DHT.
I imagine because they are also the DSL?
Perfectly normal and appropriate

The chair did not appoint them. They stated it was being referred back to the head teacher to deal with who the complaint was about. The local authority has confirmed they should not be the case.
