appeals admissions in secondary

Can an appeal be rejected before the date of appeal if appeal panel think not enough grounds on evidence submitted.

We are going through an appeal at the moment,In our area all appeals have to be given a hearing even if not much hope of a place at the end of it,not sure if this is the same across the country though

Had my appeal yesterday, when we arrived we were told that the appeal panel had not received any of our statements or evidence. The school had not passed on this information which was given in the day before the deadline. The appeal panel had a quick look at a copy of our statement and told us they were more interested in what we had to say rather than what was written on paper.
