EHCP decline to issue

Hello,In brief- been told the LA will not issue an EHCP the outcome was that he will need 15 hours and it doesn’t meet the threshold. Apparently if he needed 17 hours or more he would have been granted the EHCP.
any advice welcome :(
im gutted that he’s so close, and apparently all recommendations can’t be enforced as no EHCP now. So it seems he can be given minimal support despite all parties knowing he really needs 15 hours :(

Appeal.

Gather your evidence, see what you have and consider whether you need independent assessments.

The LA’s ‘policy’ of no EHCP if DC don’t need 17hrs is nonsense.

Appeal. Take mediation if they offer it. Don't back down!

My DD doesn't need any hours, but she has an EHCP.
