Supply teacher pay scale

I have been a qualified teacher for 10 years. I worked part time in a school for a couple of years but for the past 6 years I've been on supply. I have now past 12 weeks in a school so I am on the same basic rate (M2) as if employed by the school. I asked the agency if you can move up the pay scale on supply and they said no. Is this correct? It feels unfair to be qualified and teaching for this long without being able to progress and the daily rate difference on the pay scales is huge.

Our supply demands £200 a day-for her. Plus whatever the agency charges-she does plans, mark and do parents’ evening though. I think you need to set out your stall earlier.
