Feel silly asking but does this count as a fossil? My dc found it on a beach in Devon.

It's either a fossil or an imprint of one. Looks like a bivalve!

Yes that's a fossil. I'd have a close look over the rest of that rock- wouldn't be surprised if there are more small ones.
