Can you provide new evidence at the hearing? or does all the evidence need to be submitted when the appeal was submitted (deadline 4 working weeks after you receive school offer?)

Don't submit new evidence at the hearing, unless there is a very good reason it wasn't available earlier (eg a medical diagnosis, for example). Panels don't have to accept new evidence on the day.
