PM reading benchmark question

Can anyone tell me what reading age / school year a PM 25 reading benchmark is? This is for a UK school I'm case that makes a difference! Many thanks

Irish primary teacher here. I'd expect a nine year old (or thereabouts) to be reading a level 25 reader. The vocabulary is quite complex at this level and very often it is the comprehension and not decoding ability that stops them progressing.
