Missed penalty notice- now being investigated?!

Have posted in chat but no advice so just posting here for traffic :)

I took my son in holiday in September, he is in year 1. We were happy to make the choice to pay the fine of £60 per parent.

The thing is I've received today a letter from my local council to say I'm under investigation under section 444 of the Education act for failure to pay a penalty notice?

I never received the original penalty notice, I've tried to call and have sent an email, but does anyone have any experience of not having received the notice, and being able to pay the standard initial penalty charge? I think its £60 but doubles to £120 with non payment.

(Obviously I will suck it up and pay the higher charge if necessary!)
