Is there any teachers out there that know what reading age is 1.9 and at what level should a person be reading at In year 4? TIA

Not sure what 1.9 refers to. If age it would be 1 year and 9 months. Where is that score from. Year 4 should be 'year 4 expected' or a reading aged of 8-9 years to be meeting their average.

If you are talking about Accelerated Reading (aka Renaissance) I think the 1 means Year 1, and the 9 is months. So you'd expect a Y4 child to be 4. 9 by now.
But it might not be this reading system. The only way you can be sure is to speak to the teacher.
