Am I reading too much into this?

Hi guys,
Son has obsessive compulisions disorder (OCD) and tics, ie he goes through phases of nodding head, sniffing etc. husband is 40% disabled through back injury. I work at an oversubscribed secondary school, and want him to come to my school based on his anxiety and dads disability means he often cant help him get ready etc so could leave with me (early start)

anyway of all the categories for admission, most need clergy to sign, or live close. the one i have applied to is "compelling need to attend that particular school" which is obviously open to interpretation. Anyway I rang the lea today, as finding this whole wait v stressful, to see if i could find out if he had been accepted as compelling - which basically guarantees place. the guy rang a few people including my school, and he said that they couldnt tell me until march - but - he said "he had a very good chance of getting in". but wait till march.

I am assuming the admission guy had my sons record on screen and could see his ranking - i kind of took his wording to mean - i cant tell you but this is a big hint - surely if it was a no he wouldnt have said that - or do you think he was just giving his opinion and i am reading too much into it?
