Working towards expected standards

Y1 DC got their report today, they are "working towards expected standard" in English/maths. I knew they were behind - and I suspect some SEN - but could anyone shed some light on how to interpret this? They also massively missed the phoenic screening target (again I'm not surprised)

How common is it for Y1 not to be hitting their levels?

We had our year 1 report today too which included this. So it seems that there are 4 levels and working towards isn't the bottom one. Sorry I don't know more than that.

@Exactfare this means that your DC has met some, (possibly lots) of the learning objectives for year 1 and has a degree of understanding of others, but they are not yet secure in their knowledge.

You could ask the teacher what areas of the curriculum your DC needs extra support with and and how far away from the expected standard they are. Hopefully, there will be group interventions put in place during year 2 to support them with their attainment.

There are many factors that determine what the "normal" secure percentage is (number of SEND, disadvantaged pupils, location etc) but at my school, it is the norm in year 1 for 75%-80% of pupils to be working at the expected standard and beyond, around 6% working below the expected standard and the rest working towards.
