Would the following summaries be considered fair:

That funding isn’t fairly distributed - some schools have a lot of money while some have barely any.

That money is not spent well or where it is needed.

That some buildings are in a poor state of repair.

I’m not really sure what I’d do if I was in power. Interesting to see what others think.

You make some very wide reaching comments on school funding which is not really a fair summary.
Funding in england is based on the national funding formula which is designed to make the funding to all schools fair. You can argue that it is not the fairest funding formula but you cannot argue that it is not giving out appropriate funding. Unfortunately funding at present does not go from the DfE direct to the school based on the national funding formula but goes via the Local Authority who take the entirety of the funding from the DfE and then split up according to their own version of funding formula. It may not give the same funding as the national funding formula but does give what the LA considers a fair distribution to every school (including academies) in the area. If you are arguing that the level of funding in one area of the country is different from another area of the country then yes I would agree with you it might not be fair..
