Student finance for EU students

Hello, I'm hoping all of you knowledgeable people on this board will be able to help with a question I have.
Would a Portuguese resident starting a degree course in September 2022 in the UK, be eligible for student finance at all?

I have been trying to find an answer on this but the guidance I have found isn't very clear. Any help or useful links would be much appreciated!

This is what it says on gov.uk under the bit for for EU students. So it looks like a no to me.

Student Finance from August 2021

If you’re starting a course on or after 1 August 2021, you must have settled or pre-settled status under the EU Settlement Schemee_ to get student finance.
If you’re coming to the UK from 1 January 2021, you may need to apply for a visa to studyy_ here.
Irish citizens do not need to apply for a visa or to the EU Settlement Scheme.

(Unless they are currently resident in the UK and have applied for settled/pre-settled status.)

In Scotland they may qualify for fee reductions but not loans.
