Struggling to get Maths GCSE

Any advice on careers for a child who has 6 GCSEs (incl English) A levels & HND, but just can't pass Maths. Has tried repeatedly. Had passed functional maths but most apprenticeships, careers etc need maths GCSE. Where can they go for advise?

Yes level 2, am trying to research level 3 at the moment.
