Distance calculation for Waltham Forest

Looking at page 12 of this document: www.walthamforest.gov.uk/sites/default/files/Starting%20Primary%20School%202020_0.pdf

It appears that the borough has changed the way that it calculates distance. Previously, it was quite clearly a straight line measure. Now the guide just refers to RouteFinder GIS, but without explaining whether this is a straight line measurement or a walking measurement.

Help! Does anyone know how this is calculated? I despair of attempting to call to ask.

Here is the 2021 pack - it's still straight line. They have expanded the content with regard to children of seperated parents.
