Is it normal for a SEND child to have reward time but be able to pick another child to go with them who then misses out on at least 15 mins if not more of Their learning ?

Yes, very normal in the schools where I've worked. However, a different child is chosen each time.

Yes. My son loves being chosen by his SEN friend. They've been to the sensory facilities, done sewing, baking. It doesn't happen very often.
