School attendance fine - which borough/LA

When your child lives in a different borough than the school they attend, who is responsible for issuing attendance fines?

I was convinced it was the home borough, but have just received a FPN from the borough the school is in. I just wanted to check that was correct before I paid the fine and can’t seem to find the answer through google.

The LA in which the school is located will normally issue any attendance fines - The Education (Penalty Notices) (England) Regulations, regulation 12.
